Tallow balm label requirements under US cosmetic rules

Every line a tallow balm label needs, where it goes, and the claims that turn a balm into a drug.

Short answer

A US tallow balm label needs a statement of identity (what the product is) and the net weight on the front, plus the ingredient list in descending order, the name and address of the manufacturer, packer or distributor, and a US address, phone number or website for reporting problems. It must not claim to treat, cure or prevent any condition, or the product is regulated as a drug.

The front: identity and net weight

The front of the container, called the principal display panel, carries two required lines.

  • Statement of identity (21 CFR 701.11): what the product is, in plain words, such as "Whipped Tallow and Honey Balm". It should be one of the most prominent lines on the front.
  • Net quantity (21 CFR 701.13): the amount by weight for a balm, such as "Net wt. 2 oz (57 g)", placed in the bottom 30% of the front panel. On very small containers the placement rules relax, and minimum type sizes depend on the panel size.

Your brand name and artwork fill the rest of the front.

The back: ingredients

The ingredient list (21 CFR 701.3) goes on any information panel, in type at least 1/16 inch high where space allows.

  • List ingredients in descending order of amount. Ingredients at 1% or less can follow in any order.
  • Use standard names, usually the INCI names, such as "Tallow" and "Mel" for honey alongside common names where helpful.
  • Fragrance can be listed as "Fragrance". Essential oils are usually listed by name.

If a label is too small for the full list, US rules allow it on a firmly attached tag or an outer box in some cases.

Who made it, and how to reach you

The label must name the manufacturer, packer or distributor (21 CFR 701.12). If the company named is not the manufacturer, the name is qualified, for example "Distributed by Hollow Creek Skincare" or "Manufactured for". Include the street address, city, state and ZIP code.

Since the Modernization of Cosmetics Regulation Act, labels also need a US address, phone number or electronic contact where consumers can report adverse events. A website or email that reaches you works.

The company named on the label is the product's responsible person. On a private label product, that is your brand.

Claims: where a balm becomes a drug

A cosmetic cleanses, beautifies or moisturizes. A drug treats, cures, mitigates or prevents disease, or affects the structure or function of the body. The words on your label and in your listings decide which one you are selling.

Drug claims to avoidCosmetic claims that fit
Heals eczema, psoriasis or rosaceaMoisturizes dry skin
Treats acne or clears breakoutsLeaves skin feeling soft
Anti-inflammatory, antibacterialMade with grass-fed tallow and manuka honey
Relieves itching, diaper rash or burnsUnscented, or scented with essential oils
SPF, sun protectionRich, whipped texture
Antiperspirant, stops sweatingDeodorant that neutralizes odor

Testimonials count too. A customer review on your product page that says it cured their eczema becomes your claim if you feature it.

Soap is a special case

A true soap, made from fats and lye and sold only for cleansing, is regulated by the Consumer Product Safety Commission rather than the FDA. Once you add skin claims such as "moisturizing", it is a cosmetic and needs a cosmetic label. Many brands label soap with the full cosmetic lines anyway, which keeps their options open.

Lines buyers and marketplaces expect

  • Lot code: ties each unit to its batch, which matters for any complaint or recall.
  • Best-by or production date: tallow buyers ask when it was made, and TikTok Shop asks beauty sellers about shelf life.
  • Barcode: Amazon and many retailers require GS1 barcodes.
  • Made in USA: an unqualified claim means all or virtually all of the product is made in the US, ingredients and packaging included. "Made in Minneapolis, Minnesota" or "Made in USA with domestic and imported ingredients" are safer when that is the truth.

On TallowPal, the required lines live in a locked zone of every label template, and every design is checked for claims before it prints.

Questions

Does tallow balm need FDA approval?

No. Cosmetics do not need FDA approval before sale, but they must be safe and correctly labeled.

Can I put "organic" on my label?

Only within USDA organic rules. If the product is not certified, keep "organic" to the ingredient list for ingredients that are.

Do I need a lot number on a cosmetic label?

It is not required on every cosmetic, but it is good practice and many buyers and marketplaces expect it.

Can I use a P.O. box on my label?

The rules call for a street address unless your business is listed in a current city or phone directory. Most small brands use a business street address.
